More than a dozen North Koreans entered the U.S. consulates in Russia and Thailand to seek transfer to the United States. According to a source close to North Korean refugees, three or four individuals came earlier this month in the American Consulate in Vladivostok, Russia, and a group of ten refugees entered the U.S. Embassy in Bangkok, Thailand. Among these, some would ask to be transferred to the United States, while others would be transferred to South Korea. Except in special cases, once the North Koreans are in the consulate, the U.S. State Department agrees. The U.S. Department of Homeland Security is, for him more reticent.
