For reasons unknown to me, the news-letter of NKHR as the basis for my translation was not put online this week. 
But the information available in French on this country has skyrocketed since the announcement by Pyongyang of its first nuclear test, it is compensated for the interruption, although the plight of locals is not always predictably the center discussions.
